It's always best to give the kids glow sticks or anything that lights up to stay visible to cars and to you. Some people have suggested that putting a reflective strip on the bottom of their shoes or costume helps their kids stay visible.

Trick-or-Treat at homes that are well lit.
Even the White House knows to get into the Halloween spirit and make sure that their house is decorated and still well lit for their treaters.

Sneakers are a treaters best friend.
Dress your kids in comfy shoes since they'll be walking around a lot.

Stay away from long costumes.
Be sure to prepare you kid's costumes by hemming or making sure that they don't drag. The worse thing for a kid, is to trip and fall on their way to grab some candy.

Check Masks and costumes
Double check that the masks and costumes your kids will be wearing are safe and they can breathe and move in them.

Only carry flexible props.
Stay practical with your kids props. Don't over accessorize them to a point that they can't have a good time or keep track of their own costume.

Always check their candy.
Before your kids eat their treats, take a look at it and only let them eat non-opened sweets and stay away from home-made treats, unless you know the source.
